"Is Rs. 400 too much for a hair clip?" is a fair question, and nobody answers it honestly — sellers because it is not in their interest, and buyers because most have no reference point beyond the local market.
So here is a plain price map for Pakistan, and what your money is actually buying at each level.

What you are actually paying for
Rs. 100–200: the material and nothing else
At this level you get moulded plastic, a plastic hinge, and a painted finish. Fine for mini clips, where there is very little load. Not fine for anything holding a full head of hair — the spring is the first thing cut, and the spring is the entire product.
Rs. 300–500: the sweet spot

Rs. 500–1,000: size and design, not more grip
Above Rs. 500, you are paying for larger sizes, better finishes, specialist materials and design. An XL clip costs more because it uses more material and needs a stronger spring — that is a real reason. A pretty pattern costs more because of design and smaller production runs — also real, but it is not buying you hold.
